New vote plugin installed on Server#1

Regular players and above can now vote to kick a player , maprestart, maprotate etc

Level 100 admins are immune to being vote kicked.

# fulladmin / 60 : Full admins
# admin / 40 : Admins
# mod / 20 : Moderators
# reg / 2 : Regular players (VIP)
# user / 1 : Registered players (those who typed !register)
# guest / 0 : Unregistered players

!vote map <map name> - will immediately change map to <map name> (eg !vote map crash)

backlot: mp_backlot
bubba: mp_bubba
crash: mp_crash
crossfire: mp_crossfire
district: mp_citystreets
killhouse: mp_killhouse
naout: map mp_naout
nuketown: mp_nuketown

!vote nextmap <map name> - will change the next map in rotation to <map name>
!vote kick <player> - kick <player> from server (admins cannot be kicked by vote)
!vote maprestart - clear all scores and reset time on map
!vote maprotate - cycle to next map on rotation
!vote killcam <on/off> - turn killcam on or off (can also use 1 or 0)
!vote timelimit <number> - change length of time until map ends to <number>
!vote scorelimit <number> - Change score needed for victory to <number>
!vote roundlength <number> - Change length of rounds to <number> in ctf and sd modes
!vote roundlimit <number> - change amount of rounds game will go on for in ctf and sd modes to <number>
!vote maps - Show the maps that can be voted on.

!cancel- Cancels current vote.
